PNP Staffing Group is excited to have been retained by Neighborhood Coalition for Shelter to lead their search for a Chief Financial Officer.

 

Salary Range: $140,000 - $165,000

Location: 50 Broadway, New York, NY

Schedule: 4 days on-site; 1 day remote

NCS helps New Yorkers who have a history of homelessness, often compounded by mental illness or substance use, to achieve their highest level of independence. We were established in 1982 by faith and community leaders on Manhattan’s Upper East Side who believed that homelessness is the responsibility of the entire community. SUMMARY OF ROLE

The Chief Financial Officer (CFO) is responsible for fiscal, business, and administrative operations of the agency, including human resources, operations, information technology, property, facilities, and equipment. The CFO is a key member of the NCS leadership team and collaborates closely with the Chief Executive Officer, Chief Program Officer, Chief Development Officer and other senior management to develop and implement strategies for the successful operations and growth of the overall organization and its programs. In keeping with NCS’ values, the CFO may also have some interaction with program recipients. 

 

 

 

RESPONSIBILITIES

  •  Lead and manage financial and business aspects of NCS (and affiliates) including relationships with government agencies, foundations, banks, insurers, investment managers, retirement plan administrators, and vendors.
  • Prepare and monitor annual budget, financial statements, and other reports on an agency-wide and program specific basis.
  • Review agency finances with the Chief Executive Officer, the Finance and Audit Committees and the Board of Directors.
  • Advise management and the Board on agency financial, administrative, and facility matters related to current programs and proposed opportunities.
  • Monitor fiscal results of various agency programs and participate in budget, accounting, and operational deliberations.
  • Manage relationships with funding agencies and lenders and prepare financial reports for city, state and federal contracts, and private funding sources; monitor compliance with all loans and grants; prepare budget modifications as needed.
  • Oversee and manage fiscal operations including general accounting, payroll, accounts payable / receivable, purchasing, insurance, bank reconciliations, and supervision of Finance staff.
  • Maintain general ledger, general journal, including entries and reconciliations.
  • Manage all facets of NCS audits, including the relationship with the organization’s independent and government auditors, and preparation of work papers and audit submissions.
  • Design, implement and ensure adherence to sound fiscal policy and internal controls; develop and implement upgrades to financial systems.
  • Supervise HR administration, including compliance with government regulations and NCS policies, hiring and termination procedures, employee benefits administration, maintenance of personnel files.
  • Oversee operational aspects of agency programs and facilities, including security, food, building maintenance and equipment, property development/acquisition, leasing, and compliance with all safety and regulatory codes.
  • Oversee Facilities Director and/or property management company.
  • Supervise IT Director, ensuring that the agency’s IT resources meet the organization’s needs.
  • Travel to other NCS sites periodically.

 

QUALIFICATIONS

  • Bachelor’s degree required; Master’s degree preferred.
  • Significant public accounting in a not-for-profit or government environment.
  • Extensive experience with government social service contracting, particularly NYC Department of Health and Mental Hygiene, HUD, Medicaid reimbursement, and housing finance.
  • Proficiency in Fund EZ accounting software.
  • Experience supervising a diverse team of direct reports in a not-for-profit or government environment including accounting, HR, IT, and facilities management.
  • Demonstrated integrity, leadership, and ownership.
  • Strong organizational, problem-solving and strategic thinking skills.
  •  Strong communication and collaboration skills.
  •  Excellent relationship management.
  • Positive and resilient attitude.

 


ADDITIONAL REQUIREMENTS

If offered the role, NCS is required to have the incumbent successfully complete the New York State Department of Health Fingerprinting and the NYS Statewide Central Register (SCR) Database Check screenings. The SCR application requires address history for the last 28 years.

 

SALARY RANGE: $140k - $165k

Final salary will be determined based on various factors which may include internal equity, work experience, skills, knowledge, education and/or certifications.
